ChallengeThe Cow Creek GCD needed a more consistent funding method and so it proposed an ad valorem tax to voters. Such a tax proposal had failed twice before. The District knew it had to explain why reliable funding was needed in a manner consistent with state law limiting groundwater districts to “educational” communications with constituents. The benefits of a financially sound groundwater district had to be demonstrated to voters. SolutionLaura Raun Public Relations organized a two-month educational campaign with an updated brochure that clearly explained the district’s roles and responsibilities, talking points for local presentations, and an informational handout on the tax proposal. ResultsIn May 2006 the ad valorem tax passed by a 63% margin, securing the District’s funding and ability to conserve groundwater for the future of Kendall County.
